In the quiet town of Lincoln, Massachusetts, the community is getting ready for a transformation. Before the next chapter of development can begin, the existing Lincoln Community Centerโ€”specifically Pods A & Cโ€”required professional asbestos abatement and demolition services. Asbestos-containing materials (ACM) were discovered in foundation elements of the building structures, including dampproofing mastic and felt paper. These materials posed a health risk and required precise removal in compliance with all local, state, and federal regulations. Our work at this site cleared the way for the safe redevelopment of the property.


Complex Challenges, Coordinated Solutions

Working alongside Fuss & Oโ€™Neill (consultants and project monitors) and Hutter Construction (general contractor), the Banner Environmental team managed the job from start to finish, including:

  • The removal of asbestos-containing felt paper and mastic beneath the brick foundation in both Pods A and C.
  • The demolition and disposal of impacted concrete and masonry as asbestos-containing waste material (ACWM).
  • Coordination of the third-party project monitoring, air sampling, and submission of all required documentation to MassDEP.

What made this job unique was the need for bulk removal methods under a Non-Traditional Work Practice (NTWP) approval. The ACM materials couldnโ€™t be accessed via typical methods inside a negative pressure enclosure (NPE), so Banner secured an AQ-36 exemption and followed enhanced safety and environmental controls on the open site.


Demolition and Waste Handling with Precision

The project scope went beyond standard abatement. It involved strategic demolition of brick and concrete layers, live-loaded into specially prepared and lined dumpsters using heavy machinery. Each phase was conducted under strict environmental controls:

  • Daily visual inspections and air monitoring with perimeter sampling.
  • Use of HEPA vacuums, surfactant sprays, and continuous wetting to suppress dust.
  • Remote 3-stage decontamination units and on-site wash stations with 5-micron filtration systems.
  • Secure waste transport to Minerva landfill in Ohio with all required labeling and placarding.

The project was executed in four carefully sequenced phases, with safety checkpoints, weather monitoring (halted if winds exceeded thresholds), and rigorous oversight from the project consultant and Banner supervisors.

With the asbestos safely removed and demolition complete, Lincolnโ€™s redevelopment team now has a clean slate to build upon. The original Lincoln Community Center buildings were unoccupied and scheduled for teardown. Bannerโ€™s role helped ensure the process began safely, efficiently, and with full regulatory compliance.
