Safeguarding History: Asbestos Abatement on the USS Joseph P. Kennedy Jr.

When it comes to preserving historical landmarks, safety and environmental responsibility must go hand in hand. At Banner Environmental Services, we were honored to perform critical asbestos abatement at one of Massachusetts’ most revered military heritage sites: Battleship Cove in Fall River. Our work on the USS Joseph P. Kennedy Jr., a historic destroyer docked at 5 Water Street, ensured a safe environment for public visitors—without compromising the vessel’s structural integrity or historical value.

Preserving a Naval Icon with Expert Asbestos Abatement

Battleship Cove serves as the world’s largest collection of historic naval ships and a living memorial to U.S. military service. The USS Joseph P. Kennedy Jr. (DD-850) is a centerpiece of this collection. Before opening new areas of the ship’s upper deck to the public, the museum prioritized health and safety—partnering with Banner Environmental to professionally manage and eliminate asbestos hazards in the engine and fire rooms.

Asbestos was commonly used in shipbuilding for its heat resistance, especially in engine rooms and around piping systems. However, these materials degrade over time, and if disturbed, release toxic fibers into the air. That’s why asbestos abatement is a critical part of maintaining older vessels now repurposed for public tours.

Comprehensive Asbestos Abatement Services for Public Safety

Our licensed technicians followed a rigorous process to ensure the safe containment and removal of asbestos-containing materials (ACMs) in accordance with local, state, and federal regulations. This included:

  • Encapsulation and Repair: Wet-wrapping all open-ended ACM pipes and repairing pipe collars throughout the upper deck.
  • Encapsulant Application: Applying a thick, clear sealant to stabilize remaining asbestos in place.
  • HEPA Vacuuming: Thoroughly cleaning the entire upper deck—pipes, machinery, and walkways—in preparation for final air clearance testing using Transmission Electron Microscopy (TEM) for the highest accuracy.

Each phase of our asbestos abatement process was meticulously executed with the safety of future visitors, staff, and our technicians in mind.

Coordinated Clearance Testing: Ensuring the Area Was Safe to Reopen

Massachusetts law requires third-party final clearance for all asbestos abatement projects. Banner Environmental coordinated directly with an independent industrial hygienist to perform this vital air quality testing after completion of our work. This provided peace of mind to Battleship Cove’s management and verified that all asbestos fibers were safely removed or sealed.

Our transparent coordination of this clearance process—at no additional markup—streamlined the reopening process and helped Battleship Cove stay on schedule for public access expansion.

Specialized Asbestos Abatement Work at a Specialized Site

Projects involving military vessels present unique logistical and safety challenges. From coordinating access to tight quarters, to ensuring containment integrity on steel structures, every detail matters. The job at Battleship Cove required Banner’s experienced, non-union crew to navigate around sensitive areas while keeping safety the top priority. We performed all work during standard weekday hours to reduce operational impact.

Thanks to the museum’s proactive planning and our professional team’s expertise, this project was completed with zero safety incidents and full compliance with MA DEP and DLS regulations.
