A Federal Courthouse stands as a pillar of justice and historical significance in a city. As with many older buildings, preserving its legacy requires modern updates to ensure safety—particularly regarding environmental hazards like asbestos.

Banner Environmental Services was selected to carry out a meticulous asbestos abatement project at this high-security federal facility. With strict adherence to local, state, and federal regulations, our experienced team completed the work safely, efficiently, and with minimal disruption to courthouse operations.


Precision Asbestos Abatement in Sensitive Areas

This project required comprehensive asbestos abatement in critical areas of the courthouse, including:

  • Mechanical rooms
  • Server rooms
  • Storage areas on the mezzanine level
  • Freight elevator shaft area

Our team removed approximately 4,200 square feet of asbestos-containing 9×9 floor tile and associated mastic. These materials—commonly used in mid-20th-century construction—pose serious health risks if disturbed without proper containment and removal.

Containment & Environmental Controls

Due to the sensitive nature of the facility—housing critical infrastructure and active federal operations—the abatement plan prioritized containment and minimal environmental impact.

Banner Environmental deployed a negative air HEPA-filtered workspace combined with a three-stage decontamination unit to control airborne contaminants and prevent the spread of fibers.

To protect surrounding equipment and air systems:

  • Ventilation systems were sealed using two layers of 6-mil polyethylene sheeting
  • Server equipment was isolated with precision containment
  • All materials were packaged, labeled, and manifested in compliance with applicable laws and transported via the freight elevator to the designated disposal site

Should ventilation systems prove insufficiently sealable, shutdown procedures were ready to be implemented to protect both equipment and occupants.


Special Considerations & Change Management

Tile adhered to hardwood floors would trigger a change order, as would materials located in inaccessible locations (e.g., beneath ductwork or air handler supports). Where safe removal was not feasible due to structural constraints, those materials were left in place and documented accordingly—another example of how Banner tailors abatement plans to site-specific conditions.

The secure nature of the facility also required careful coordination with site supervisors and federal building personnel, including compliance with strict scheduling and clearance procedures for staff and waste removal logistics.
